While reviewing sub-issues of #1889 and #1912, I noticed inconsistent use of labels, issue types, and milestones, which makes it hard to browse and filter tickets in this repository.
This PR introduces ADR 005 – Ticket Workflow Governance, defining a lightweight, consistent approach for managing issues. The goal is to document our workflow, keep changes minimal, and align with how we already work.
