This PR updates the fcst-mgr postprocessing scripts to handle the existence of the new troute_lakeout.nc file. Previously, the postprocessing code was expecting there to be only a single troute_output.nc file. Now the postprocessing code searches more explicitly for troute_output files and throws and error if more than one is found.
