This pull request adds the necessary devcontainer configuration for Java development and also includes the Dependabot configuration for devcontainers. The devcontainer configuration sets up the Java development environment using the
mcr.microsoft.com/devcontainers/java:1-17-bullseyeimage and installs Gradle. The Dependabot configuration enables automatic updates for devcontainers on a daily basis. These changes will improve the development experience for Java projects in the repository.
