Updates for NCEP tables and WMO grib tables.
Note: in the NCEP tables, the parameter abbreviation MSTAV changed to MSTAVTOP.
As this parameter is rather exotic, this incompatibility may be acceptable. Otherwise, one needs
to add an additional legacy entry for MSTAV.
