This is replacing the old ugly setup.py with a scikit-build build setup.
It still expects py_gd to be there -- and it working with conda-supplied libs.
It also works out of the box with linux package manager supplied libs.
Still working on getting it to work with libs from other sources -- e.g. vcpkg.
See the scikit_build branch for the in progress work to get it going with cibuildwheel.
