Forecast/Hindcast Partition Handling Fixes and Reusable Hindcast Generator Mode
Partition file handling for forecast and hindcast runs was corrected, and the hindcast function gained an optional generator mode so callers (including nwm-rte) can consume built realizations directly. STATUS-level payload logging, SIGTERM handling, and a lakeout postprocessing fix were also added, alongside the AWS migration and Bookworm base image conversion.
Note: Pull Request includes commits OWP has yet to merge from previous deliveries
