What does this PR do?
Updates the NeMo RL GRPO setup and multi-node instructions to use the v0.7.0 release container. The setup now checks out the matching NeMo RL v0.7.0 tag, preventing the older container toolchain from being used with newer source that requires Python 3.13.14 and a newer uv release.
