What does this PR do ?

This PR builds custom batch size schedules instead of relying on megatron's automatic, constant increment rampup.

Remove upfront divisibility validation from _validate_schedule() so that
early schedule entries smaller than micro_batch_size * data_parallel_size
(e.g., after scaling to more GPUs mid-training) no longer crash at init.
Divisibility of the current batch size is still checked in update() when
consistency_check=True, which runs after checkpoint loading.

Also fix stale test signatures for init/reconfigure_num_microbatches_calculator.

Tests cover:
- Step schedule consistency check fails when batch < micro_batch_size * dp_size
- Step schedule with decrease_batch_size_if_needed rounds to 0 microbatches
- Rampup consistency check fails when batch too small for world size
