- Introduced `build.sh` for building the Docker image with the specified version. - Added `Dockerfile` to set up the environment with necessary packages for Soft-RoCE and GPU support. - Created `run_softrce.sh` to facilitate running the container with appropriate configurations and checks for the rdma_rxe kernel module.

Add QCS control plane infrastructure that uses UDP for out-of-band communication to configure RDMA connections and control program execution. This implements the separation between control plane (UDP) and data plane (RoCE) as described in the integration plan.

CUDA-Q real-time provides low-level components for real-time co-processing between FPGA and CPU-GPU systems.
This includes CI pipelines to build realtime installers. These installers are also available under
