Use rapidsmpf C++ fanout in the cudf-polars streaming executor - #25014
Use rapidsmpf C++ fanout in the cudf-polars streaming executor
Summary
Replaces the hand-written Python fanout_node_bounded and fanout_node_unbounded actors with rapidsmpf.streaming.core.fanout.fanout, resolving the TODO: Use rapidsmpf fanout node once available (rapidsai/rapidsmpf#560). The policy is still chosen from FanoutInfo.unbounded (UNBOUNDED or BOUNDED).
Design
The rapidsmpf fanout broadcasts data messages only. It does not touch the channel metadata side-channel. Each fanout node now becomes two sibling actors:
C++ fanout(...) handles data messages.
fanout_metadata_node is a small Python actor that does recv_metadata on the input and send_metadata to each output, as before.
fanout_metadata_node is deliberately not decorated with define_actor. That wrapper shuts down every channel argument when the actor returns, and this actor returns almost immediately. That would close the data channels still in use by the C++ fanout, and queries silently return 0 rows. Channels are shut down only on error, via shutdown_on_error.
Behavior changes
The Python unbounded actor's memory-aware copy placement and spillable per-output buffers are replaced by the C++ implementation's behavior.
The C++ fanout actor is not wrapped in shutdown_on_error, so it does not emit IR tracing for fanout data actors. The metadata actor still does.
25 repeated runs of the fanout-heavy files (union, spilling, partitioning, dataframescan, join): 0 failures, no segfaults.
Both policies are exercised (46 unbounded and 8 bounded fanout nodes across the suite).
New tests: a 3-consumer unbounded fanout and a bounded self-join.
test_join_and_slice[dask|ray-zlice1] flips between xfail and xpass. The same flip occurs without this change.
Known risks
The C++ fanout shuts down its input and drains its outputs (including their metadata queues) when data ends. If that happens before the Python actor has forwarded metadata, metadata could be lost. It wasn't observed in the runs above, but it isn't ruled out. Empty or very slow inputs are the likely trigger.
Earlier segfault reports against the C++ fanout were not reproduced (2×A6000, CUDA 13.3).
Replace the Python fanout_node_bounded/fanout_node_unbounded actors with
rapidsmpf.streaming.core.fanout.fanout (BOUNDED/UNBOUNDED policy) for data
messages. The C++ actor does not forward the channel metadata side-channel,
so a small Python actor (fanout_metadata_node) forwards metadata to every
output. That actor is intentionally not wrapped in define_actor: the wrapper
shuts down all channel arguments on return, which would close the data
channels still used by the C++ fanout.
Add tests for a 3-consumer fanout and a bounded self-join.

@rjzamora I remember you said that using c++ fanout had some issues. I recently stumbled upon the fanout and realized that we never switched to the c++ actor. Is there an issue/ bug opened for the previous failure? I checked cudf/ rapidsmpf issues, but couldnt locate an issue related to fanout.

No issue to point to. I just recall that I was seeing segfaults with #20888

New Features
Streaming queries now support data sources shared across multiple downstream operations, including self-joins and queries with three consumers. Bounded and unbounded fanout scenarios are supported.
Bug Fixes
Improved handling of shared data sources in streaming queries, including bounded fanout cases.
The actor graph replaces separate bounded and unbounded Python fanout implementations with a shared node that forwards metadata and invokes RapidsMPF fanout. New DataFrameScan tests cover multiple consumers, a self-join, and bounded fanout.

Summary
Fanout actor wiring python/cudf_polars/cudf_polars/streaming/actor_graph/nodes.py
The network wrapper selects BOUNDED or UNBOUNDED from fanout_info.unbounded and adds the shared fanout_node. The node forwards input metadata to each output and invokes RapidsMPF fanout. The previous Python fanout data implementations are removed.
New tests cover a scan feeding three concatenated consumers, a scan used on both sides of a self-join, and bounded fanout with two consumers. The three-consumer test marks multi-rank runs as non-strict expected failures.
This change moves the streaming executor's fanout onto the RapidsMPF C++ implementation. The supplied context shows no concrete merge-blocking defect. The PR author reports a passing streaming test suite and repeated runs of the fanout-heavy tests with no failures. Memory-pressure behavior differs from before by design.

The direct empty self-join does not reach the changed fanout actors because each join input is translated into a separate DataFrameScan. Wrap the empty source in cache() so both join sides consume one translated node. The zero-row scan still forwards metadata before it drains.

The C++ fanout actor drains the output channels and shuts down the input
channel, metadata side-channels included, when it finishes. A separate
Python actor forwarding the metadata could lose that race, leaving
consumers with "Expected ChannelMetadata message, got None".
Forward the metadata first, then await the C++ fanout via when_all, so
the fanout only starts once the metadata has been sent.
