Description
Add power control and firmware control APIs for PowerShelf and NvSwitch trays. Add a component manager layer to serve this functionality. The component manager layer allows for flexibility on how switches and powershelves are managed. This MR uses NSM and PSM for switch & powershelf management. In the future, we can allow for other providers to provide similar functionality.
