Add DeepSeek V4 GB200 recipes

• replaces Combine DeepSeek V4 recipe and tokenizer changes #71 with the GB200 DeepSeek V4 recipe branch
• adds DeepSeek V4 Pro vLLM 8k1k GB200 recipe variants, including offload and decode TEP configs
• carries forward the DeepSeek V4 tokenizer support and SA-Bench wiring from Combine DeepSeek V4 recipe and tokenizer changes #71
• includes supporting vLLM container/runtime updates for these recipes
