Dockerfile does not build and does not match docker in README.md

The Dockerfile has fallen out of sync with the source code and can no longer build.

Pulling the pre-built docker image does not behave as expected as the Dockerfile that was used to build the image does not match the layout of the source.

Could an updated Dockerfile be committed to the source tree?
