Add zero-copy view/reinterpret support (including Arc). Allow flatten/rank-change views without cloning/device copies and enable passing these to kernels with different rank signatures.

Hi，I'd like to work on this.
My understanding is that this would add zero-copy tensor view/reinterpret support,including Arc-backed cases,so we can create flatten/rank-changing views without cloning or device copies and pass them to kernels with different rank signatures.

I am planning to start with zero-copy view support for flattern/rank-changing views first,and then add reinterpret support if that's in scope for this issue.

Please let me know if that matches what you had in mind.
