Add API for querying for the pixel containing a given lat lon

This is useful for bucketing point data onto a given grid. Ideally this should be implemented on the GPU, to allow for training on point cloud data. That said a CPU implementation could be useful for dataloaders.

#40 implements this for the healpix grid. It should be straightforward to add to any projection based grid.
