Description

New license_report script that can be run to check the status of all our licenses.

Motivation and Context

We have renewed licenses that act unexpectedly. Before we make any fixes, let's take a look at what information circulation has of those licenses.

Locally.

How can this be tested?

In your local scripts container, run:
../core/bin/run informational/license_report
and read the log.

To see the updated explain script run e.g.:
../core/bin/run informational/explain --identifier-type="ISBN" 9789510482926
and read the log.
