Description
Set e-kirjasto-maintainers team as codeowners for ekirjasto-circulation repository.
Motivation and Context
Adding a CODEOWNERS file let's us automatically request for a review from E-kirjasto maintainers when someone opens a pull request.
How Has This Been Tested?
Will be tested when a new PR is opened in this repo and configuration is finished.
