Keeping main code and Polaris code aligned as much as possible will make future merges less painful. I can split the commit up potentially but a list of changes is below.

• Adds a synthetic citizenship decl.
• Minor radiation collector refactor.
• Adds several 'cryo' floor presets.

• Adds a shotgun blanks box.
• Adds a bronze ashtray.

• Renames the base naked outfit to 'Naked And Afraid'.

• Generalizes some of the explosive reagent code on matches and cigarettes.
• Adds unlocked subtypes of rigsuits for mapping.
• Adds some debug/validation to fusion reactions.
• Adds logic for non-station EFTPOS.
