Update community tools pages

This PR updates the community tool catalog pages:

• adds a new page that adapts the previous instructions from nwb-overview on how to add a community tool to the catalog for the new website.
• combines the "Acquisition and Control Tools" and "Analysis and Visualization Tools" page so that we have one central page to link people to. It maintains the analysis link to minimize breaking links and since that is the webpage we most commonly reference
• adds a (Claude assisted) guide on how to test your NWB integration based on the review history of previous tools that were added to the catalog (Add guide on tool integrations nwb-overview#178).

That sounds good to me. We had previously discussed leaving it as nwb.org/tools/analysis to minimize breaking links of other resources that point to this page but I agree the title does not fit exactly anymore

Updated the name of the folder to nwb.org/tools/community - this should be ready to rereview
