I thought of one potential reason people might want file dates set, and I hesitate to say because it bothers me personally lol.
Some install the old Oblivion Construction Set in the remaster ObvData folder, and that uses file dates IIRC.
Personally I have OG Oblivion installed separately and managed by Vortex and do all my CS dev in there so didn't even think of this scenario before.
The dev for Construction Set Extended is working on an update to support the remaster and I'd imagine reading plugins.txt will be added since a lot of people are using MO2 or no manager and setting dates manually.
If the feature is kept it'd be nice if it were optional but I understand that's extra work/complexity

Right, thanks for letting me know. For the sake of keeping the mod authors happy I'm going to close that PR for now.
Having it as optional would be nice, but I'd have to write a new IPC synchronizer to ensure that the main thread is fully up to date with the renderer.
Which isn't a bad thing, just a bit more complex than I think this should be, especially given that the CSE will fix that.
