The checkPhase on aarch64-darwin is not stable.

Version 0.0.181 showed an error for the test rumdl::perf_regression_issue_148.
But, this error might not be because of this version. The test results on Hydra for aarch64-darwin are also flaky.

Since it is stable well on Tier 1 Linux, I think this result is not a blocker. However, we might need another PR to skip some tests.
