Description:
Introduces modifications to the FATES parameter defaults .cdl file that are consistant the v16 parameter file. The offline performance of this file is documented here:
NorESMhub/NorESM3_land_only_dev_simulations#47
I will make a second commit to change the CTSM. defaults to point to this file:
