Also use the options of the setup-java action to define the credentials for the Maven Central Portal, instead of having them in a settings.xml file. Move definition of the repository to use for snapshot dependencies to pom.xml. Having it in settings.xml is not useful, and reuired action by every developer. Update README accordingly.

The build fails because it tries to fetch eForms-SDk 2.0.0-SNAPSHOT from the new location for snapshots. It will be available there once the following PR is merged to the efx-2 branch and the snapshot published: |

Re-ran the build job after OP-TED/eForms-SDK#1236 was merged and it is now OK. |
