Background
We have seen that a consistent problem when using Release Please is contributors forgetting to use conventional commits when merging to main. This means that Release Please can't pick up the changes and they don't appear in the PR to merge a new version.
Result
This change adds a workflow that will lint the PR and ensure that it uses conventional commits
