Update actions + helm versions

• Updates several GHA actions to the latest version
• Moves Helm version for GHA into VARS for easier management (var is currently set to v3.19.4)
• Updates helm version to v3.19.4
• Bump Helm Unit Test version to 1.0.3

This helps resolve some CI related issues with Unit Tests failing because of plugin version changes.
