This PR ensures all tests in CI run with error log leveling to avoid spamming CI logs. Moreover, it moves the L3 challenge tests, which are I/O intensive, to their own workflow in nightly to make them easier to diagnose and restart when they go wrong. They are skipped for now as we discovered a PR actually broke their behavior here #3132
