Fix section tree canvas clipping

Summary

• Let the section tree drag/zoom surface fill the visible card instead of clipping at the tree layout width.
• Keep the scaled tree layout as the canvas minimum width so horizontal scrolling still reflects zoom level.
• Add coverage for the visible canvas/card sizing behavior.
