Merging despite two mandatory checks haven't completed. Only a docs update.

@soumeh01 , I remember we skip the Build and test and CodeQL actions if only MD files/documentation are updated. Is there a way to skip them differently? Like returning early with success? Both are mandatory for successful PR CI runs, hence never turn green if only changing markdown.
