• Preparations to create a pre-release for debug solution testing prior to 1.0.0 release.
• Includes pyOCD 0.38.0-pre0
• CHANGELOG updates as for 1.0.0 release (no pre0 in version).
• TPIP updates for pyOCD 0.38.0-pre0 to keep CI happy.

No more planned changes in this release for 1.0.0. Work on CDT GDB adapter is ongoing.

@KeilChris , please consider this to be the PR to review CHANGELOG and request changes there or in README. PR to prepare 1.0.0 full release supposed to only include pyOCD and extension pack version bumps if testing goes well.

#429 merged to main, this PR is now updated with that, too. Removing do not merge label to unblock pre-release for wider testing.

Merging now to create a GitHub pre-release. I'll create a 1.0.0 release PR shortly which gives opportunity to review and change CHANGELOG and README until tomorrow.
