This PR resolves GHSA-hppc-g8h3-xhp3 and CVE-2026-41681 by bumping the pinned version of
opensslincargo.toml.The build/test/bundle hooks have been reworked to source and link the fresh versions of linked libraries, so the same file system actions operate the same locally and in the CI jobs.
