Replace vulnerable markdownlint with rumdl for markdown linting

Summary

• replace markdownlint and markdownlint-cli with rumdl
• update npm run lint to use rumdl check content
• expand the shared markdown lint config so the current docs tree still passes under the new linter
• refresh package-lock.json for the new dependency graph
