I don't think the site policy can be considered a license - by my reading (via Google Translate), it doesn't actually grant any permissions or rights for reuse of the data, it just says that it is available for download. |

OpenDataServices/oc4ids-datastore-pipeline#45 once merged will complete the pipeline
