Fixes #1433

Enhanced the IntelliJ startup wait loop to handle intermittent failures by adding dynamic timeout extension during dependency downloads and improving log clarity.

Key Improvements

  • Introduced dynamic timeout extension in the IntelliJ startup wait loop.
  • Extends retries automatically when dependency downloads are detected.
  • Capped maximum retries at 60 (≈5 minutes) to avoid infinite waiting.
  • Adds clear logging for retry attempts and timeout extensions.
