Support Semeru Cloud Compiler health probe config

What this PR does / why we need it?:

• Previously, the application port 38400 was used as the Semeru Cloud Compiler Deployment's health port. This PR makes changes for the operator to enable port 38600 as the default health port on the Semeru Cloud Compiler Deployment.
  • By supporting a new field .spec.semeruCloudCompiler.health.port a custom health port can be specified for the Semeru Cloud Compiler Deployment for Kubernetes liveness/readiness probes. Default is 38600.
• To mimick old behavior of the operator using 38400 as the health port, apply the config below

  semeruCloudCompiler:
    enable: true
    health:
      port: 38400
