Add trace sharing to prevent two trace CRs pointing to the same instance

• Moves the LTPA resource sharing logic outside of application controller so that app and trace controllers can extend the resource sharing functionality from the same interface. It is implemented using ResourceSharingFactory which exposes helper functions that exposes access to controller specific utils such as r.createOrUpdate that require different Reconciler objects.
• Using resource sharing for Trace, the olo-managed-leader-tracker-trace can manage pointers for Trace instances pointing to Pods within the cluster and then apply rules to prevent CRs pointing to the same resources.
