To better support NewGRF bridges, type 1B was added to Action5: OpenTTD/OpenTTD#14557. This defines 24 sprites, the flat, up and down slopes for two orientations of the vanilla infrastructure (road, rail, monorail and maglev).
This PR adds a new BRIDGE_DECKS type for replacenew to support this feature in nml.
