The digest-only reference moved to Ubuntu Resolute, whose compiler breaks the bundled libbpf build. Bind the immutable digest to Noble as required by the Dockerfile. Signed-off-by: Wilczynski, Andrzej <andrzej.wilczynski@intel.com>
