feat: add WaaS resources

WIP! Add WaaS resources to the Terraform provider

Motivation and Context

These resources are missing.

How Has This Been Tested?

On my own SA tenant.

Types of changes

• New internal API to manage WaaS + convert WaaS + Terraform WaaS resources.
• Make all *_test.go compile (at least), but tests are not corrected, a lot of work is needed in that field
• Upgrade go dependencies

Checklist

• I have updated the documentation accordingly.
• I have read the CONTRIBUTING document.
• I have added tests to cover my changes if appropriate.
• All new and existing tests passed.

The problem is that I won't be able to continue, I just moved to another job and I won't have more time to spend on that + I don't have a dev environment anymore to work on that.

... and why the HELL did we expose something that is different that the API in Terraform, the layer of conversation in a (BIG) waste of time for me.
