This PR addresses #2708. As discussed in the pelican dev meeting this prevents fully uploaded objects from appearing under the namespace.

I have a found a bug with regards to listings that has broken tests. This bug seems to be related the new POSC plugin itself.

The bug mentioned above was resolved. I will work on pulling in the new plugin version. Just a heads up this require updating the docker file to pull in the new version.

After #2880 gets merged, the tests should resolve themselves, I am running the updated xrootd-s3-http in my dev container and tests are passing.
