Context:
Migrate conditionals' plxpr conversion to reference semantics.
Description of the Change:
Add lowering for plxpr's cond primitive (@albi3ro )
Delete the conversion from plxpr cond primitive to catalyst cond primitive, so we just use the lowering of plxpr cond primitive directly.
Benefits:
Much cleaner conversion of plxpr to catalys jaxpr.
