This PR updates
jefftojeff-v0.3.0. Among other things, the new version fixes the linearity of the while operation (see unitaryfoundation/jeff#4 for more information). This PR updates the implementation ofmlir::jeff::WhileOpaccordingly and removesmlir::jeff::DoWhileOp.This PR should not be merged before unitaryfoundation/jeff#72 is merged and released.
