Along with several corresponding changes in other repos, move the web-app to app.dev.permanent.org.

I am unreasonably happy about this improvement!

Completely separately: it does strike me as a minor code smell / piece of tech debt to have these values as a repository artifact, but I know this is driven by Angular patterns and that's OK.

When we eventually get rid of Firebase we may find ourselves wanting to move some of these values into environment variables which are managed by the tooling we use for deployment / devenv setup / etc.
