This uses the GitHub arm runner for building the images instead of the qemu emulation provided in pguyot/arm-runner-action. This significantly speeds up builds.
Portions of this code are derived from pguyot/arm-runner-action but it has been significantly simplified based on what we need.
This was inspired by @samfreund 's discovery that using the GitHub arm runner greatly sped up the RubikPi3 build (#92).
I also snuck a little QoL change in here that reduces the
(Reading database ...log spam from Dpkg during apt-get commands.closes #87
