Description of Proposal
The proposal in this document is to change USD's native instancing behavior so that opinions from implied inherit and specializes arcs that originate from authored arcs on child prims beneath instances are ignored.
This proposal is aimed at fixing an issue that could lead to incorrect prototype sharing, which was first raised in PixarAnimationStudios/OpenUSD#3201.
