Plugin/Extension loading & choosing configuration

Hey!

We are currently in the situation where Houdini has started shipping a FileFormat plugin for FBX, but we need USD to pick our own FBX format plugin (neatly named the exact same "usdFbx"..) over the one shipped with Houdini.

We would need some way of configuring the extension system to choose our own plugin over the one shipped with Houdini.
