Perlin Noise Surfacing

Description

Allow the use of perlin noise to have multiple types of stoneBlock or ground_structure instead of having to use structures to add texture.

Ideally this should be accessible through callbacks, and composable with other callbacks (so you could e.g. add together different noise layers of different frequencies). And the current stripe system should also use a callback.
