Summary

Implements Wyoming's Personal Opportunities With Employment Responsibilities (POWER) program, the state's TANF cash assistance program.

Closes #7080

Earned Income Disregard

Wyoming uses flat dollar disregards rather than percentage-based:

Additional Individual Disregard (Not Modeled)

Per W.S. 42-2-103(a)(iv), the department may establish an additional individual earned income disregard as part of a person's self-sufficiency plan, with these conditions:

(A) Work hours requirement Only available when working enough hours to meet federal TANF work participation requirements (Section 407 of P.L. 104-193)
(B) Hourly cap Cannot exceed $6.50/hour ($7.50/hour in high cost of living areas)
(C) Time-limited phase-out 50% of preemployment POWER grant for first 6 months, then 25% for next 6 months
(D) Time limit counting First period counts toward 5-year limit; second period from state MOE funds
(E) Conditions May be conditioned on completing self-sufficiency plan
(F) Discretionary Decision is discretionary with the department

⚠️ Historical Data Gap: Parameters currently only have values for 2018-07-01 (FY 2018-2019) and 2025-07-01 (FY 2025-2026). Intermediate years (2019-2024) need backdating when historical Table II documents become available. Wyoming applies annual COLA adjustments tied to a local cost-of-living index.

Benefit Calculation

Formula: max(Payment Standard - Countable Income, 0)

Where:

  • Countable Income = Countable Earned Income + Gross Unearned Income
  • Countable Earned Income = max(Gross Earned Income - Disregard, 0)
  • Disregard = $600 (single) or $1,200 (married couple)

Implementation Notes

  • Simplified approach: Uses federal baseline for gross income (tanf_gross_earned_income, tanf_gross_unearned_income) and demographic eligibility (is_demographic_tanf_eligible)
  • State-specific: Income disregards, payment standards, eligibility thresholds
  • Unique feature: Wyoming's flat $600/$1,200 earned income disregard (vs. percentage-based in other states)
  • Payment schedule: Sizes 7-12 use the same payment standard (capped at size 7 values)
  • Historical data: Currently includes 2018-2019 and 2025-2026 values; intermediate years need backdating
