Add Mask of Dispel (Anime)

As a note, it did occur to me unofficial Spell Monsters do exist which this logically should be able to target. However, I opted to restrict the TargetRange to just the SZONES like the OCG version as I have absolutely no idea what negating the effects of a Spell Monster should do and from an OCG pov that should be all it ever needs.

I think the only way we'd be able to get any information on this is testing how The Rival's Name works in the Tag Force games when its effect gets negated after being summoned, something I could try doing if there's any curiosity.
