Manually construct a timezone of known offset, and introduce zoneinfo to replace pytz intro. Minor cleanups. Removes any dependency on pytz.
@jukent you should be able to rebase #618 on this and leave pytz out 🤞 . Build failures should be unrelated and resolved in that PR.
