Notebooks - Add original authors to each

Adding the original authors to all notebooks to give credit.
I am not sure where the TLS or SNOTEL Data access came from and did not add one there.

Just noting that one build failure is because it can not access a DOI. However, there is a "bot" checker and my guess is that it fails because of that. The URL is correct.

The error:

Just tried a force push adding to your last commit without luck.
